Is there any way to write RCW, u-Boot into QSPI without an external rom writer?

is it possible to write them into empty QSPI using JTAG?

or do I have to use external rom writer to write them into empty QSPI?

The board you have is not from a Dev Kit from NXP? It is empty. Blank correct? You are not able to boot at power on correct?

I see. We are doing something similar. Our engineer developing the prototype is using a ls1046a chip and has procured CodeWarrior and CodeWarrior TAP to load/flash the blank chip if that helps or tells you anything.
