&lt;P&gt;The MC68HC711D3 is part of the 68HC11 family that is currently obsolete, so our active programmers and IDEs do not support it anymore. However, you can take a look to cosmic software that have development tools that still support the 68HC11 family:&lt;/P&gt;
&lt;P&gt;&lt;A href="https://www.cosmic-software.com/hc11.php" target="_blank"&gt;Cosmic Software - HC11 Products (cosmic-software.com)&lt;/A&gt;&lt;/P&gt;
&lt;P&gt;In order to upload a program, you can take a look to the file M68HC11 Bootstrap Mode (AN1060), in there it explains the bootstrap mode that allows a user-defined program to be loaded into RAM&lt;/P&gt;
&lt;P&gt;Another option could be a 3rd party supplier, Elnec have programmers that still support the 68HC11 family.&lt;/P&gt;
